Description
A remote code execution vulnerability exists in Magento 2.2 prior to 2.2.10, Magento 2.3 prior to 2.3.3 or 2.3.2-p1. An authenticated user with admin privileges to manipulate shippment settings can execute arbitrary code through server-side request forgery due to unsafe handling of a carrier gateway.
As per the Magento Release 2.3.3, if you have already implemented the pre-release version of this patch (2.3.2-p1), it is highly recommended to promptly upgrade to 2.3.2-p2.

magentomagentoDetection & mitigation playbook
Open-source dependencyDetect
Scan your dependency tree (package-lock.json, pnpm-lock.yaml, requirements.txt, go.sum, etc.) for magento/community-edition, including transitive dependencies — a direct dependency you never call can still pull in a vulnerable version.
Fix
Update magento/community-edition to 2.2.10 or later, then make sure no transitive (indirect) dependency still pins the vulnerable range — O3 confirms CVE-2019-8151 is resolved across your whole dependency graph.
Workarounds
Restrict outbound requests from the affected component to an allowlist of hosts, block access to link-local and internal address ranges at the network layer, and require authentication on internal services so a forged request cannot reach them unauthenticated.
